(ភ្នំពេញ)៖ នាព្រឹកថ្ងៃចន្ទ ទី៤ ខែធ្នូ ឆ្នាំ២០២៣ ឯកឧត្តម ហូ ស៊ីវយ៉ុង ប្រតិភូរាជរដ្ឋាភិបាលកម្ពុជាទទួលបន្ទុកជាអគ្គនាយកសេវាពាណិជ្ជកម្មនៃក្រសួងពាណិជ្ជកម្ម បានទទួលជួបពិភាក្សាការងារជាមួយ គណៈប្រតិភូដឹកនាំដោយ លោក Dato’ Rohaizi Bahari អគ្គនាយកជាន់ខ្ពស់នៃក្រសួងពាណិជ្ជកម្មក្នុងស្រុក និងចំណាយក្នុងការរស់នៅ The Ministry of Domestic Trade and Cost of Living (KDPN) ដែលមានការចូលរួមពីអគ្គនាយករងជំរុញពាណិជ្ជកម្ម នាយកដ្ឋានពាក់ព័ន្ធ និងមន្រ្តីជំនាញនៃក្រសួងពាណិជ្ជកម្ម។

គោលបំណងនៃកិច្ចជំនួបពិភាក្សាការងារនេះ ដើម្បីសិក្សាស្វែងយល់ពីការអនុវត្តកិច្ចការពារកម្មសិទ្ធិបញ្ញា ដោយផ្តោតលើម៉ាក កិច្ចសន្យាអាជ្ញាប័ណ្ណចំពោះម៉ាក (Trademark Licensing) និងកិច្ចសន្យាផ្តល់សិទ្ធិប្រកបអាជីវកម្ម (Franchising) នៅប្រទេសកម្ពុជា ព្រមទាំងបង្កើតភាពជាដៃគូសហការក្នុងការនាំចេញវិនិយោគមកបណ្តាក់ទុន និងលើកកម្ពស់កិច្ចសហប្រតិបត្តិសេដ្ឋកិច្ច ពាណិជ្ជកម្មរវាងប្រទេសទាំងពីរបន្ថែមទៀត។

នៅក្នុងកិច្ចជំនួបពិភាក្សានេះ ឯកឧត្តម ហូ ស៊ីវយ៉ុង បានជម្រាបជូនគណៈប្រតិភូពីភាពរីកចម្រើនសេដ្ឋកិច្ចរបស់ប្រទេសកម្ពុជា ដោយរក្សាបាននូវសុខសន្តិភាព ស្ថិរភាពនយោបាយ និងបរិយាកាសធុរកិច្ចប្រកបដោយភាពអំណោយផលរបស់កម្ពុជា ទាំងក្របខណ្ឌច្បាប់ កិច្ចសម្រួលពាណិជ្ជកម្ម និងគោលនយោបាយលើកទឹកចិត្តរបស់រាជរដ្ឋាភិបាលកម្ពុជាចំពោះវិស័យឯកជន។ ពាក់ព័ន្ធនឹងកិច្ចសន្យាផ្តល់សិទ្ធិប្រកបអាជីវកម្ម (Franchising) ឯកឧត្តម បន្តថាក្រសួងពាណិជ្ជកម្មបានដាក់ចេញប្រកាសស្តីពីការកត់ត្រាកិច្ចសន្យាអាជ្ញាប័ណ្ណចំពោះម៉ាក និងកិច្ចសន្យាផ្តល់សិទ្ធិប្រកបអាជីវកម្ម ដើម្បីឱ្យម្ចាស់អាជ្ញាប័ណ្ណ ឬអ្នកទទួលអាជ្ញាប័ណ្ណអាចមកធ្វើការកត់ត្រាកិច្ចសន្យាអាជ្ញាប័ណ្ណនៅក្រសួងពាណិជ្ជកម្ម ដែលអាចអនុវត្តចំពោះភាគីទីបី។ ទន្ទឹមនឹងនេះ ក្រសួងពាណិជ្ជកម្មក៏កំពុងរៀបចំសេចក្តីព្រាងច្បាប់ស្តីពីកិច្ចសន្យាពាណិជ្ជកម្មដែលក្នុងនោះក៏មានការអនុវត្តចំពោះ កិច្ចសន្យាផ្តល់សិទ្ធិប្រកបអាជីវកម្ម (Franchising) ផងដែរ។

លោក Dato’ Rohaizi Bahari អគ្គនាយកជាន់ខ្ពស់ដែលដឹកនាំគណៈប្រតិភូមកពីប្រទេសម៉ាឡេស៊ីបានកោតសរសើរចំពោះភាពរីកចម្រើនរបស់ប្រទេសកម្ពុជា។ គណៈប្រតិភូឃើញពីកាលានុវត្តភាពផ្នែកធុរកិច្ច ជាពិសេសអាជីវកម្មពាក់ព័ន្ធនឹងកិច្ចសន្យាផ្តល់សិទ្ធិប្រកបអាជីវកម្ម (Franchising) ដែលកំពុងមានការរីកចម្រើនយ៉ាងខ្លាំងនៅក្នុងប្រទេសកម្ពុជា និងសង្ឃឹមថា ការធ្វើទស្សនកិច្ចសិក្សានៅពេលនេះ គឺជាឱកាសដ៏ល្អក្នុងការបង្កើតបណ្តាញទំនាក់ទំនងរវាងអ្នកវិនិយោគរបស់កម្ពុជា និងម៉ាឡេស៊ីបន្ថែមទៀត។

(Phnom Penh): On the morning of Monday, 4 December 2023 His Excellency HO Sivyong, Delegate of the Royal Government of Cambodia in Charge as Director General of Trade Services of Ministry of Commerce, received a courtesy call from Mr. Dato’ Rohaizi Bahari, Senior Director of Distributive Trade and Business Sector of the Ministry of Domestic Trade and Cost of Living (KDPN), with the attendance of the Deputy Director General of Trade Promotion, relevant departments, and relevant officials from Ministry of Commerce.

The purpose of this meeting is to study and understand intellectual property by focusing on Trademark Licensing and Franchising in Cambodia, especially establishing export and investment partnerships and further enhancing economic and trade cooperation between the two countries.

During the meeting, His Excellency HO Sivyong briefed the delegation on Cambodia's economic growth because of country’s peace, political stability, and conducive business environment in terms of the legal framework, trade facilitation, and incentive policies from the Royal Government of Cambodia to the private sector. Regarding franchising, His Excellency continued that the Ministry of Commerce has issued a Prakas on Recordal of License and Franchise so that licensors or licenses can record licenses at the Ministry of Commerce to make them effective for third parties. Meanwhile, the Ministry of Commerce is preparing a draft law on commercial contracts, which also applies to franchise contracts.

Mr. Dato’ Rohaizi Bahari, Senior Director General, who led the delegation from Malaysia, praised Cambodia's economic growth. The delegation sees business opportunities, especially businesses related to franchising, which are growing rapidly in Cambodia, and hopes that this trade mission is a good opportunity to establish a network between Cambodian and Malaysian investors.
