Consulting Services for Preparation of Project

The Royal Government of Cambodia is developing the Trade Facilitation and Competitiveness Project, which will streamline and automate trade facilitation procedures help prepare this project, the Government has applied for a Project Preparation Facility in the amount of US$580,000 equivalent from the World Bank toward the cost of project preparation. The following consulting services will be required:

1. Strategic Review of the role of CamControl: A consulting firm will be hired with an expected level of effort of four person-months. The consultant will help implement a reform strategy for CamControl, an Agency of the Cambodian Ministry of Commerce that currently provides a number of mandatory quality assurance functions. The consultant will be familiar with food/drug safety and trade. Expressions of interest (EOI) are due 10:00am 29 November 2004, Phnom Penh time.
2. Requirements Analysis for ICT System Development: A consulting firm will be hired with an estimated level of effort of four person-months to assess the information and communication technology requirements for the development of an electronic system for trade documentation to across all relevant agencies. The consultant will provide options for overall system architecture including hardware, software and networking. EOIs are due 10:00am 3 December 2004 Phnom Penh time.
3. Human Resources Development Plan: TA needed for human resources development plan focusing on (i) institutional/organizational development training and (ii) performance-based remuneration/incentives. Two full-time consultants will be hired for a period of two months each. Expressions of interest are due 10:00am 3 December 2004.
4. Performance Measurement System: To support the development of a performance measurement system, a consulting firm will be hired for a 2-month period to establish baseline and periodic information on import/export clearance times . Please submit EOIs by 10:00am, 29 November 2004.
5. PPI Capacity Building Plan: A consultant will be hired to revise and update an existing plan to build capacity of agencies to implement a new Concessions Law and Subdecree on competitive processes for private participation in infrastructure. Please submit EOIs by 3 December 2004.
6. Establishment of an Implementation Manual: A consultant familiar with World Bank projects will be hired for a two month period to create a manual to guide officials in implementing the Trade Facilitation and Competitiveness Project. A Khmer speaker is preferred. Please submit EOIs by 10 December 2004.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004). Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
