ANUKRET
on the Creation of the  Airport Development Authority of Cambodia

Royal Government of Cambodia 

  • Seen the Constitution of the Kingdom of Cambodia;

  • Seen the Royal Decree of His Majesty the Kingdom of Cambodia, Samdech Preach NORODOM SIHANOUK VARMAN, dated  November1, 1993 on the       Formation of the Royal Government;

  • Seen the Law on the Organization and Functioning of the Council of Ministers and its promulgation by Royal Decree (Kram), dated July 20, 1994; and

  • Pursuant to their main needs

 

IT IS HEREBY DECIDED

Article 1:

To create under the supervision of the First Prime Minister Samdech Krom Preach NORODOM RANARIDDH and the Second Prime Minister Samdech HUN SEN the Airport Development Authority of Cambodia whose main responsibility is the rehabilitation and development of airports in the Kingdom of Cambodia.

Article 2:

The tasks of the Airport Development Authority of Cambodia shall be as follows:

  • to be responsible for the rehabilitation and development of all Airports in Cambodia, and to study the Master Plan for airport development for the next 20 years.

  • to monitor and direct airport development proposals of foreign and local investors

  • to monitor constructions of airports

  • to transfer and exchange  experiences and technology with foreign experts  on works performed in Cambodia.

Article 3:

The Airport Development Authority of Cambodia is under the chairmanship of the First Prime Minister Samdech Krom Preah NORODOM RANARIDDH, and the vice-chairmanship of H.E Mam Sophana. The structure of the Airport Development Authority of Cambodia shall be determined in the annex. The status of civil-servants serving in such authority shall be determined by the Royal Government.

Article 4:

Aside from the above tasks, the Airport Development Authority of Cambodia shall not be authorized to  manage and direct the administrative process and exploitation of airports and airlines.

Article 5:

The Airport Development Authority of Cambodia shall have its separate office and use its own seal.

All expenditures pertaining to the operations of such authority shall be the responsibility of the National Budget.

Article 6 :

The Co-ministers in charge of the Cabinet of the Council of Ministers, the Minister of Public Works and Transports, the Minister of Economy and Finances, the Under- Secretaries of State of the Civil Airport Authority, Ministers or Secretaries of State of institutions concerned shall implement this Sub-Decree from the date of its signature.
