ANUKRET
on the Roles and Responsibilities of the Senior Minister in charge of General  Inspection

 

Royal Government of Cambodia

·        Seen the Constitution of the Kingdom of Cambodia;

·        Seen the Royal Decree of His Majesty the Kingdom of Cambodia, Samdech Preach NORODOM SIHANOUK VARMAN, dated  November1, 1993 on the Formation of the Royal Government; and

·        Pursuant to the exigent needs of the Royal Government

 

IT IS HEREBY DECIDED

 

Article 1:

The Senior Minister in charge of General Inspection shall have the responsibility of assisting the Royal Government to inspect governmental institutions nationwide. The inspection shall be conducted objectively to monitor the implementation of rules and regulations approved by the National Assembly and the Council of Ministers, and to guide the government policies toward strengthening in the management and the supervision of ministries, provincial and municipality administrations and other governmental  institutions.

Article 2:

The Senior Minister in charge of General Inspection shall have the following responsibilities:

·       to monitor and analyse activities towards advising the Royal Government on principles of supervision and strengthening of inspection works, to determine priorities and amend the necessary laws and regulations pertaining to the good functioning of inspection works.

·        to co-operate with ministries and other state institutions on research in order to put in place instruments and information pertaining to  inspection.

·       to monitor the implementation of policies and frameworks of the Royal Government in co-operation with relevant institutions, and to submit reports to the Royal Government.

·        To undertake other tasks as mandated by the Royal Government.

Article 3:

In the event of necessity, the Royal Government shall organize a commission to conduct direct inspection.

Article 4:

The Senior Minister in charge of General Inspection shall be assisted by experts and advisers in the discharge of his duties.

Article 5:

The Senior Minister in charge of General Inspection shall have the right to use the existing operational structure of the Council of Ministers in the discharge of his tasks. He shall also have the right to use a separate and distinctive seal.

Article 6:

Operational expenditures for governmental inspections shall be allocated from the budget of the Cabinet of the Council of Ministers.

Article 7:

Any provisions contrary to this law shall be annulled.

Article 8:

The Co-ministers in charge of the Cabinet of the Council Ministers, Ministers, Secretaries and Under-Secretaries  of State, and the Senior Minister in charge of General Inspection shall be responsible for  implementing this Sub-Decree.

Article 9:

This Sub-Decree shall enter into force from the date of its signature.
