 ANUKRET
on the Organization and Functioning of the Cambodian Civil Aviation Authority

Royal Government of Cambodia

·         Seen the Constitution of the Kingdom of Cambodia;

·        Seen the Royal Decree of His Majesty the Kingdom of Cambodia, Samdech Preach NORODOM SIHANOUK VARMAN, dated  November1, 1993 on the       Formation of the Royal Government; and

·         Pursuant to the main needs

IT IS HEREBY DECIDED

Article 1:

The Cambodian Civil Aviation Authority was created in order to reform all activities pertaining to civil aviation and to implement their policies of privatization on the spirit of competition and effectiveness.    

The policy of privatization is the basis upon which the Cambodian civil aviation open the  country to the world  and is as well a response to the increase of air-fraffic and passengers. Its priorities shall be to establish services and utilize new technology to meet the needs of  international airline companies.

Article 2:

The structure of the Cambodian Civil Aviation Authority shall be as follows:

·         The Cambodian Civil Aviation Authority shall be under the supervision of the Cabinet of the Council of Ministers.

·         The Cambodian Civil Aviation Authority shall have as chairman a government official having the rank of Under-Secretary of State  and one member appointed by the Royal Government.

·         The Chairman of Cambodian Civil Aviation Authority shall be assisted by one General Director and two Under-General Directors.

·         Civil aviation matters and administrative affairs shall be supervised respectively by one Under-Secretary of State.

·         The Cambodian Civil Aviation Authority shall have a committee in charge of investment matters and a Director of Finances.

Article 3:

The functions of the Cambodian Civil Aviation Authority shall be as follows:

·         to monitor and supervis all matters pertaining to Cambodian Civil Aviation Authority, including administration of air-traffic and all airports in the Kingdom of Cambodia.

·         to supervise and monitor all airports activities in Cambodia.

·         to manage and supervise the General Department of the Cambodian Civil Aviation Authority,

·         to creating a system of air-traffic monitoring,

·         to provide and coordinate activities with a view to prevent aircraft accidents,

·         to provide the Cambodian Civil Aviation Authority with fire prevention equipment,

·         to develop air-transport system by setting up regulations and measures to improve the Cambodian Civil Aviation Authority

·         to recommend matters pertaining to civil aviation to the Royal Government, and

·         to function as the representative of Royal Government in the field of civil aviation with regards to relations with the outside world.

Article 4:

Any provisions contrary to this Sub-Decree shall be annulled.

Article 5:

The Co-ministers in charge of the Cabinet of the Council of Ministers, Ministers of relevant ministries and the Chairman of Cambodian Civil Aviation Authority shall implement this Sub-Decree within their respective capacity from the date of its signatures.
