on the Nomination of Members of the Council for Royal Armed Demobilization

  • Referring to the 1993 Constitution of the Kingdom of Cambodia;

  • Referring to Reach Kret NS/RKT/1198/72 of November 30, 1998 on the formation of the Royal Government of Cambodia;

  • Referring to Kram 02/NS/94 of July 20, 1994 promulgating the Law on the Organization and Functioning of the Council of Ministers;

  • Referring to Reach Kret No. NS/RKM/0196/07 of  January 24, 1996 promulgating the Law on the Establishment the Ministry of National Defense;

  • Referring to Reach Kret No. 0399/72 of  March 19, 1999 on the Appointment of the Supreme Council of State Reform;

  • Referring to Anukret No. 41/ANK/BK of May 12, 1999 on the Establishment of the Council for Demobilization of the Armed Forces;

  • Pursuant to the request of the Chairman of the Supreme Council of State Reform.


IT IS HEREBY DECIDED
 

CHAPTER 1

NOMINATION OF THE MEMBERS OF THE COUNCIL FOR
ARMED FORCES DEMOBILIZATION

 

Article 1:    The nomination of the members of the Council for Armed Forces Demobilization is an administratively autonomous body, which will be stipulated in Article 2 below. The Council, under the direction and supervision of the Supreme Council of State Reform, shall have the mission to initiate and promote the demobilization of the armed forces and administrate and prime force with responsibility for results of the work. 

Article 2:    The Council has the following composition:

  • H.E. Sok An, Sr. Minister in charge of the Office
    of the Council of Ministers, as                                                              Chairman.

  • H.E. General CHAY SANG YUN, Secretary of State
    of National Defense, as                                                                        Vice-Chairman.

  • H.E. General MEAS SOPHEA, Deputy
    Commander-in-Chief of the RCAF as                                                     Vice-Chairman.

  • H.E. OUK RABOUN, Secretary of State
    of Economy and Finances, as                                                              member.

  • H.E. PRUM SOKHA, Secretary of State of Interior, as                            member.

  • H.E. LY THUCH, Secretary of State of Rural Development, as                 member.    

  • H.E. NIM THOT, Secretary of State of Social Affairs, Labor,
    Vocational Training and Youth Rehabilitation, as                                     member.

  • H.E. Madame YOU AY, Secretary of State of Women
    and Veteran Affairs, as                                                                         member.

  • H.E. CHAN TONG YVES, Secretary of State of Agriculture,
    Forestry and Fisheries, as                                                                    member.

  • H.E. NOU SAING KHAN, Secretary of State of Land Management,
    Urban Planning and Construction, as                                                     member.

  • H.E. MOL ROEUP, adviser to Samdech Prime Minister
    in charge of military affairs, as                                                               member.

  • H.E. SVAY SITHA, Under Secretary of State attached
    to the Council of Ministers, as                                                               member.

  • H.E. General PHUONG SIPHAN, Deputy Chief of
    Joint Staff of the Commander-in-Chief, as                                               member.


CHAPTER 2

Final Provisions
 

Article 3:    All regulations contrary to this Anu-kret shall be considered as null and void. 

Article 4: This Anu-kret shall come into effect from the date of its signature. 

Article 5: The Minister in charge of the Office of the Council of Ministers, the Minister of Economy and Finance, the Co-Ministers of National Defense, the Co-Ministers of Interior, the Minister of Rural Development, the Minister of Social Affairs, Labor, Vocational Training and Youth Rehabilitation and ministers and state secretaries of relevant ministries/institutions shall be responsible for the enforcement of this Anukret in accordance with their respective responsibility.
