Establishment of Provincial Veteran Committee 

The Royal Government of Cambodia

  • Referring to the 1993 Constitution of the Kingdom of Cambodia;

  • Referring to Reach Kret No. NS/RKT/1198/72 of November 30, 1998 on the formation of the Royal Government of Cambodia;

  • Referring to Reach Kram No. 02/NS/94 of July 20, 1994 promulgating the Law on the Organization and Functioning of the Council of Ministers;

  • Referring to Reach Kret No. NS/RKT/0399/72 of June 19March 19, 1999 on the Establishment of the Supreme Council of State Reform;

  • Referring to Anukret No. 43/ANK/BK of May 12, 1999 on the Nomination of Members of the Council for Armed Forces Demobilization..

  • Referring to Anukret No.42/ANK/BK of May 12, 1999 on the Establishment of the General Secretariat of the Council for Armed Forces Demobilization.

  • Pursuant to Notice No. 208/SCN/SR of February 9, 2000 regarding the resolutions of plenary meeting of the Council of Ministers of February 4, 2000,

  • Pursuant to the proposal of the Chairman of the Council for Armed Forces Demobilization.


IT IS HEREBY DECIDED
 

The Provincial Veteran Committee

 

Article 1:     Four (4) provincial veteran committees shall be created for implementing the pilot demobilization of armed forces. Such provincial veteran committee shall be under the direct supervision of the General Secretariat of the Council for Armed Forces Demobilization. The four provinces are as follows:

  1. Kampot;

  2. Kampong Thom;

  3. Battambang; and

  4. Banteay Meanchey;

Article 2:     The provincial veteran committee shall be composed of the following members:

   1. Provincial governor Chairman
   2. Director of rural development office Vice-chairman
   3. Director of woman and veteran office   Member
   4. Director of social affairs, labor, vocational training and youth rehabilitation office     Member
   5. Director of urbanization and construction office  Member
  6. Director of agriculture, forestry, fishery office Member
  7. Director of education, youth and sports office Member
  8. Director of health office Member
  9. Sub-region Commander of the army Member
 10. Provincial police commissioner Member

Article 3:     The Provincial Veteran Committee shall be entitled to form an operational secretariat. 

Article 4:     In order to fulfill its mandates as stated in Article 1, the Provincial Veteran Committee shall cooperate with the General Secretariat of the Council for Armed Forces Demobilization to implement and monitor activities before and during the course of demobilization, transitional assistance, integration, and community development as follow: 

A.   Pre-demobilization activities

  • To cooperate with the General Secretariat of Council of Armed Forces Demobilization in order to identify the number of targeted demobilized soldiers to be moved into the community and prepare geographical location for resettling them;

  • To cooperate with the general secretariat in order to train officials of the provincial veteran committee and executive secretariat on the demobilization preparation;, and

  • To organize and identify roles of the executive secretariat for the administration of areas and follow up activities of resettled demobilized soldiers.

B.   Activities during demobilization

  • To cooperate with the general secretariat to prepare this a list of demobilized soldiers at the reception center for relocation to the community;

  • To cooperate with the general secretariat to transport demobilized soldiers and their families to the resettlement community; and

  • To conduct demobilization reports and regularly submit to the general secretariat reports about the development of living conditions of demobilized soldiers at their community level.

C.   Post-demobilization activities

  • To cooperate with the general secretariat to implement aid/assistance programs for demobilized soldiers at the reception center to be resettled to the community;

  • To cooperate with the general secretariat to conduct need assessments regarding shelters for demobilized soldiers at the community level;

  • To cooperate with the general secretariat, international organizations, and nongovernmental organizations to distribute aid for demobilization programs as planned;

  • To cooperate with the general secretariat, non-govern mental organizations, and relevant institutions to monitor health care activities and the supply of artificial limbs for handicapped military personnel;

  • To cooperate with the general secretariat, international organizations, and nongovernmental organizations to develop vocational training programs that respond to the labor market and employment at the community level where the demobilized soldiers are living on their own means and the capacity of each demobilized soldier; and

  • To cooperate with the general secretariat, international organizations, and nongovernmental organizations to develop plans and job placement for demobilized soldiers in accordance with their vocational skill training and assess the needs of demobilized military personnel at the community level subject to available resources.

Community Development Mandate 

  • To cooperate with the international organizations and non-governmental organizations to provide support for veterans and their families subject to available resources.

  • To cooperate with the general secretariat and state institutions to facilitate all matters dealing with demobilized soldiers and their families at the community level, and particularly to, facilitate land appropriation for demobilized military personnel;

  • To follow up and monitor the community development of demobilized military personnel and other impacts and to prepare regular reports for submission to the general secretariat.

Article 5:     The members of the Provincial Veteran Committee shall attend the meeting convened by the committee chairman. 

Article 6:     This Anu-kret shall enter into force from the date of its signature. 

Article 7:     The Minister in charge of the Office of the Council of Ministers, the Co-Ministers of Interior, the commander-in-chief of the Royal Armed Forces, the Ministers of Education, Youth and Sports; Rural Development; Social Affairs, Labor, Vocational Training and Youth Rehabilitation; Health; Land Management, Urban Planning and Construction; Agriculture, Forestry and Fisheries and all relevant ministers shall implement this Anu-kret from the date of its signature.
