Anu-Kret

on the
Establishment of the Structure of the Council of Armed Forces Demobilization 

The Royal Government of Cambodia

 

  • Referring to the 1993 Constitution of the Kingdom of Cambodia;

  • Referring to Reach Kret NS/RKT/1198/72 of November 30, 1998 on the formation of the Royal Government of Cambodia;

  • Referring to Kram 02/NS/94 of July 20, 1994 promulgating the Law on the Organization and Functioning of the Council of Ministers;

  • Referring to Reach Kret No. 0399/72 of  March 19, 1999 on the Appointment of the Supreme Council of State Reform;

  • Referring to Anukret No. 43/ANK/BK of May 12, 1999 on the Establishment of Council for Armed Forces Demobilization;

  • Referring to Anukret No. 42/ANK/BK of May 12, 1999 on the Establishment of General Secretariat of the Council for Armed Forces Demobilization;

  • Pursuant to Notice No. 208/SCN/SR of February 9, 2000, regarding the resolutions of plenary meeting;

  • Referring to Reach Kret No. NS/RKT/1297/91 of December 31, 1997 regarding the Articles of Association of Administrative Institutions;

  • Referring to Anukret No. 07/ANK/BK of February 22, 1994, regarding the change of name of Technical Institute of Agriculture;

  • Pursuant to the approval of Council of Ministers at its plenary session on 25th June, 1999.


IT IS HEREBY DECIDED
 

Chapter 1:
Structure of the Council for Armed Forces Demobilization

 

Article 1:     Four departments and one computer center shall be established to function under the Council for Armed Forces Demobilization for its operations, namely:

(1)  Department of Personnel and Administration;

(2)  Department of Operation and Logistics;

(3) Department of Finance;

(4)  Department of Integration; and

(5)  Computer Center. 

Chapter 2:
Department of Personnel and Administration

 

Article 2:     The Department of Personnel and Administration shall function as a mechanism of the Council for Armed Force Demobilization in the following activities:

  • To manage administrative affairs and personnel of the Council general secretariat;

  • To prepare regulatory acts for the functioning in the general secretariat;

  • To conduct assessment needs, and training of human resources of the general secretariat;

  • To coordinate all activities bf of the general secretariat with relevant ministries and institutions beginning from the central through local levels; and

  • To maintain and circulate administrative documents of the general secretariat to ensure administrative efficiency and safety.

Chapter 3:
Department of Operation and Logistics
 

Article 3:     The Department of Operation and Logistics shall function as a mechanism of the Council for Armed Force Demobilization in the following activities:

  • To cooperate with the Ministry of Defense, High Command, the Committee for Armed Forces Demobilization in order to prepare plans, identify the number of military to be demobilized, make lists of demobilized military, and develop action plans for demobilization based on each practical phase;

  • To cooperate with the Committee for Armed Forces Demobilization in order to identify reception centers for demobilization based on each phase and develop plans for transporting demobilized military to their communities and organize security working groups, in and around the center for each phase;

  • To cooperate with the Committee for Armed Forces Demobilization and technical experts to conduct surveys of living conditions of demobilized military in order to prepare assistance programs;

  • To propose plans for materials required for implementation of demobilization programs and assistance for Cambodian veterans; and

  • To organize training for technical group for application of demobilization programs.


Chapter 4:
Department of Finance
 

Article 4:     The Department of Finance shall function as a mechanism of the Council for Armed Forces Demobilization in the following activities:

  • To cooperate with technical experts and all departments of the Council in order to propose a budget for implementing demobilization programs;

  • To prepare the proposed budget of revenue/expenditure of the Council general secretariat to perform activities under each phase;

  • To gather and coordinate the use of the budget;

  • To gather and coordinate the expenses of the Council general secretariat;

  • To manage special accounts and counterpart accounts of the Royal Government during the performance of assistance programs for demobilized military at each phase;

  • To add up revenues and expenses for reporting to the Council general secretariat; and

  • To organize and record all current expense operations in the account ledger and prepare financial statements of program implementation for each phase.

Chapter 5:
Department of Integration
 

Article 5:     The Department of Integration shall function as a mechanism of the Council for Armed Forces Demobilization in the following activities:

  • To cooperate with the Committee for Demobilization in the Royal Armed Forces to prepare materials for education and dissemination to demobilized military in the reception center;

  • To add up the number of demobilized military and the number of demobilized military, at the center, for resettlement at each community;

  • To cooperate with the Provincial Veteran Committee, Provincial Committee for Development, and international and non-govern mental organizations to develop the community where the veterans live; and

  • To prepare accomplishment reports for submission to the general secretariat.

Chapter 6:
Computer Center
 

Article 6:     The Computer Center shall function as a mechanism of the General Secretariat for the following activities: 

  • To organize computer systems and manage computer programs for data entry of the military's curriculum vitae;

  • To create tables of the Royal Armed Forces payroll in a computerized system and analyze the computer database as an aid to the demobilization process;

  • To ensure the safety of technical systems and databases;

  • To organize regular skill training programs for computer staff so that they have sufficient qualifications to serve demobilization activities.

Chapter 7:
Final Provisions
 

Article 7:     Any provisions that are contrary to this Anu-kret shall be null and void. 

Article 8:     This Anu-kret becomes effective from the date of signature herein. 

Article 9:     The Supreme Council of State Reform, Minister in charge of the Office of the Council of Ministers, the Council for Armed Forces Demobilization, ministers and secretaries of state of relevant ministries/institutions shall be responsible for implementing this Anu-kret from the date of its signature.
