ANUKRET

On the Appointment of the Minister in charge of
Cambodia's Investment for ASEAN
 

  • Referring to the 1993 Constitution of the Kingdom of Cambodia;

  • Referring to Reach Kret NS/RKT/1198/72 of November 30, 1998 on the formation of the Royal Government of Cambodia;

  • Referring to Reach Kram No. 02/NS/94 of July 20, 1994 promulgating the Law on the Organization and Functioning of the Council of Ministers;

  • Referring to Reach Kram No. 03/NS/94 of August 05, 1994 promulgating the Law on Investment in the Kingdom of Cambodia;

  • Referring to Reach Kram No. NS/RKM/0196‑18 of January 24, 1996 promulgating the Law on the Establishment of the Ministry of Economy and Finance;

  • Referring to Anukret No. 48/ANK/BK of May 21, 1999 on the Amendment of Anukret No. 51/ANK/BK on the Organization  and Functioning of the Council for Development of Cambodia (CDC);

  • Referring to Anukret No. 32/ANK/BK of June 25, 1996 of the appointment and the functioning of the internal co-ordination system;

  • Pursuant to the policy requirement and approval of the Royal Government on August 26, 1999.

IT IS HEREBY DECIDED

 

Article 1:    To appoint the Minister of Economy and Finance, and First Vice‑Chairman of the Council for the Development of Cambodia as Minister in charge of Cambodia's Investment for ASEAN, who shall serve as a member of the Regional Council for ASEAN Investment Area. 

Article 2:    The roles of the Minister in charge of Cambodia's Investment for ASEAN are as follow:

a.   Responsible for the co‑ordination and leading all matters related to Cambodia’s Investment with other ASEAN         member countries;

b.   To participate in all meetings of ASEAN's investment ministers and meetings of the Regional Council for ASEAN Investment Area.

c.   To monitor and follow up and summarise the activities within the scope of Agreements on ASEAN Investment Area. 

Article 3:    The Minister in charge of Cambodia's Investment for ASEAN shall have the rights to call on ministers, secretaries of state, under secretaries of state and experts from ministries and relevant institutions for meeting to discuss and decide on issues relating to the ASEAN investment cooperation. 

Article 4:    The Minister in charge of Cambodia's Investment for ASEAN shall regularly report about his activities and outcomes of meetings stated in Article 2 to the Prime Minister in his capacity as the Chairman of the Internal Co‑ordination Network (ICN). 

Article 5:    Any provisions contrary to this Anukret shall be abrogated. 

Article 6:    The Minister in charge of the Council of Ministers, the Minister of Economy and Finance, the Minister of Foreign Affairs and International Co­-operation, the Council for the Development of Cambodia, relevant ministries/institutions shall be responsible for the enforcement of this Anukret in accordance with their respective responsibility from the date of its signature.
