I. INTRODUCTION :

The previous announcement No. 338 dated 28 November 1997, provided that Foreign Trade Department is under Ministry of Commerce .There are six offices as :

  1. Export-Import office

  2. Legal affairs division office

  3. General system of Preference office ( GSP )

  4. Relex office

  5. Plan-statistic office

  6. Price and External Market Researches office

After then - the Ministry of Commerce has organized the new structure in according with announcement No. 338 dated 28 November 1997, Foreign Trade Department is under technical general department which insists of 4 offices .

II. ORGANIZATION STRUCTURE :

Foreign Trade Department ( FTD ) consists of 4 offices , namely :

  1. 1-Export office
  2. Import office
  3. External Relation office
  4. Price and External Market Researches office

Responsibilities and functions :

The Foreign Trade Department is a technical unit and management and leading by general directorate with supervision direct to Ministry of Commerce . Which has responsibilities as follow :

-  Building -policies for foreign Trade Directory
-  Issued export and import licence of goods
-  Marketing research and internal price of goods
-  Research feasibility for export goods
-  Study the demand in home country
-  Arrangement statistic of export and import
-  Prepared the bilateral agreement
-  Provided and received information by counselor of commerce
-  Contribution on management and foreign aids
-  Home exhibition and international exhibition
-  Foreign relation and international organization
-  Arrangement for the leader when have a marketing with international guests
-  Make economic indicator

Structures :

The Foreign Trade Department have 4 offices :

-  Exportation office
-  Importation office
-  External relation office
-  Price & External Market Researches office

The Foreign Trade Department is directly supervised by a director-general of trade HE.MAO THORA . This department is headed by a director and deputy director. It's offices are also led by a chief and deputy chief .

Activities of export office :

  1. List all export Company
  2. Issue licence for export goods depend on Ministry of Commerce and control by govt.
  3. Prepared statistic of export
  4. Check the right terms of contract and the terms of payment
  5. Research demand of overseas
  6. Research and declared technical procedure of foreign trade in order to make fairly in exportation of goods to abroad.
  7. Arrangement policies and strategies of foreign trade .

Activities of import office :

  1. List all import Companies
  2. Issue licence for import goods depend on Ministry of Commerce and control by government (Govt )
  3. Prepared statistic of import
  4. Check the terms of contract and the right terms of payment.
  5. Research demand of domestic
  6. Research declared technical procedure of foreign trade in order to other make fairly in importation of goods from countries
  7. Arrangement principle for import goods so that make reasonable price .

Activities of external relation office :

  1. Prepared documentation for the leader have a meeting with foreign guests
  2. Prepared bilateral agreement between Govt with foreign countries
  3. Display national and international exhibition.
  4. Contribution to receive foreign aids.
  5. Deal with counselor of commerce of Cambodia at abroad and manage to get the economic situation at foreign countries by internet.
  6. Relate bilateral cooperation with foreign countries.

Activities of price & external market researches office :

  1. Research and reaching situation the price of goods on the international market.
  2. Studies for demand on the international market
  3. Arrangement and declared the price of goods on the international market by bulletin of ministry.
